Braces to create space for canine to grow

My son who is 11 years old has overcrowded teeth, which has resulted in less space for canines to come out. There is 3-5 mm space available for the upper canines and almost same for the bottom canine. My orthodontist suggested braces to increase the space for the canines to come out. Is this the correct treatment ?.  Or should I check for the 2 phase treatment where the jaw arc can be increased to create the required space. But based on the information on the internet, two phase treatment is applicable for ages from 7 years to 9 years. Please suggest.
