PULLING UPPER TEETH DOWN TO IMPROVE SMILE

I am 40. My smile shows very little of my upper teeth. I approached couple of orthodontists recently and both offered surgery as the definitive way to make my upper teeth more visible with my smile, which I declined and asked how much braces would help.

One of them declined to use braces to pull the upper teeth down arguing that the teeth will go right back up into the upper jaw after removing the braces.

The other orthodontist said he can use traditional braces to pull the upper teeth down and improve their visibility, and that he would do it slowly over a period of two years which will cause bone remodeling and thereby prevent the teeth from going back up after the braces are removed.

I am obviously confused as to whom to believe and would appreciate expert opinion on this forum.
